Job Description:
We currently have an opening for a skilled individual to become a key part of our Treasury Settlement team as a core contributor to the domestic settlement services for the Asia Pacific region. The position works closely with a variety of cross-divisional functions from Finance, Tax, Legal, Credit Settlement Risk, Global network Processing and IT as well as Operations teams within Treasury. The successful candidate will be a skilled leader who is comfortable operating on their own and who has comprehensive knowledge of both domestic and international payments processing and regulations, ideally including specific experience with SWIFT message types and SWIFT Alliance Access.
The role will have specific responsibility for spearheading the review, and where necessary, restructuring, of critical settlement services for the Asia Pacific region, focusing on supporting existing business and important Client on-boarding initiatives. Flexibility regarding contributing to other global projects is also required.
Make recommendations for how to transit to restructuring processes and identifying support needs locally with key Visa Country Management teams in order to support existing domestic services and implement new products required by the geography.
The position will report to the Senior Director, Global Treasury, located in the UK

Responsibilities

The main focus of the successful candidate will be to analyze local AP funds transfer landscape and make recommendations for how best to design efficient funds transfer mechanisms for new NNSS projects. Review and suggest potential improvements for existing services in AP demonstrating an enquiring and problem solving approach to allocated domestic projects, settlement related problems, enquiries and queries.
The successful candidate will be expected to take ownership of complex projects across multiple geographies where you will interact with Government entities and major banks to determine how local settlement services can be implemented. The post-holder will provide consultancy and advice regarding liquidity needs, settlement design and product integration, identifying and mitigating operational and regulatory issues.
The role also has responsibility for managing an extensive portfolio of operational and legal documentation and for performing an audit of 10-15 countries to ensure that it reflects how a given service works in practice.
The Successful candidate will provide expertise regarding Treasury’s best practice models and demonstrate ability to articulate complex subjects succinctly and with confidence. Ensure settlement information is delivered in line with Visa key control, audit and production environment best practices ensuring it does not expose Visa to any financial or reputational loss and supports the timely implementation of Client’s products and services.
Continuously review and suggest improvements for how we deliver settlement funds transfer information to Settlement Agents from Visa Net accurately each day via root cause analysis and timely identification of issues.
Pro-actively educate internal stakeholders regarding Visa Global Treasury Settlement requirements for NNSS initiatives via regular outreach, consisting of webinars and training sessions so as to inform best practice and prevent inefficient process designs being discussed in country by local staff engaging with clients or Central Banks on the subject of NNSS.
Assist with other Global Treasury Settlement transactions, projects and system application development activities on an ad-hoc basis as required.

Leadership & People Development

The role is multi-faceted and requires the candidate to be both a subject matter expert in Treasury Settlement, systems and processes. We are looking for a candidate who has demonstrated thought leadership within Payments and Treasury disciplines.

Production & Root Cause Analysis
Execute NNSS production in line with rota requirements by;
downloading, customizing and distributing payment instructions to the Settlement Agents in a timely and accurate manner.
Perform scheduling, balancing and entering of payment details into the various settlement-reporting mechanisms, within tight time constraints.
Co-ordinate settlement during holiday periods
Act as initial lead on settlement incidents in the AP region
Monitor NNSS Settlement Agent confirmations in order to mitigate any financial risk losses to Visa.
Act as an internal and external subject matter expert in applying and continuing to develop best practice for NNSS operational process design
Act as creator of operating procedures relating to AP NNSS design and as first line reviewer of any AP NNSS related legal documentation
Demonstrate suitable urgency in responding to settlement production incidents and emergency actions needed to respond to client and settlement bank failures, as well as the imposition of government sanctions
Pro-actively liaise with the Visa Settlement Agent Banks regarding production issues, compliance related issues or any local issues that the individual Settlement Agents are experiencing keeping all stakeholders regularly informed of progress.
Establish and maintain relationships with Treasury Settlement clients, settlement banks/agents, other service providers, and client-facing Visa personnel. \
Analyze how settlement can be set up to limit execution risk to Visa and achieve straight through processing of settlement
Reconciliation of financial data to support certain countries’ settlement activities including requests for repayment from Settlement Agents who have provided liquidity
Create Client on-boarding documentation and manage implementation of new NNSS services from a Treasury perspective for responsibility projects.
Participation in Business continuity testing/planning
Problem resolution for issues affecting settlement such as bank failures, sanctions or IT/System Application issues

Systems & Reporting
Provide weekly management reporting on key AP NNSS project status and any production related issues or incidents, and consolidate this report for the Global Treasury NNSS team for UK Senior Director review prior to issuing.
Create and participate in the implementation of project plans for all NNSS initiatives ensuring regular updates are completed
Provide strategic recommendations as regards system and process improvements
Lead system upgrade and IT development initiatives from a business perspective for responsibility projects.
SME Support
Support engagement with prospective Settlement Agents for new NNSS’s and existing Settlement Agents for changes to existing services focusing on the efficient movement of funds. Present to and educate Settlement Agents regarding the role and responsibilities of the SA within an NNSS.
Documentation, Policy & Procedures
Draft / negotiate documentation for the AP region concerning NNSS funds transfer process designs, legal agreements, operating procedures, implementation guides, education materials.
Provide subject matter expertise to operational documentation and legal agreements for NNSS services in the AP region, liaising with both Visa in-house legal and external counsel.
Review, analyze and recommend required changes to existing AP legal documentation for NNSS services to bring in line with global best practice and help facilitate improved client onboarding for changes and new entrants.
Provide progress reporting through effective and meaningful metrics

Qualifications

Experience in Cash management, Payment processing or Settlement Experience.
Knowledge of Corporate Payments, Settlement, transaction banking flows including payment scheme rules, payment formats, statement processing intraday and end of day reporting.
Practical experience using SWIFT Alliance Access
Excellent presentation skills and ability to communicate at all levels within an organization.
Proven ability to listen, extrapolate information and demonstrate a solution.
Ability to effectively learn new products and services.
Demonstrated project Management skills including issue and risk management, planning and control.
Demonstrated problem solving and business analysis skills.
